Importing Racking from China to Australia: Compliance, Duties and the AS 4084 Evidence Chain

Why Australia is different

Australia is the most documentation-driven racking market in the Asia-Pacific. AS 4084.1:2023 governs design, AS 4084.2:2023 governs operation — and the operational part never expires: racking must be audited at least every 12 months by an external competent provider, with load signage, damage reporting and repair records kept for the life of the system.

Insurers and building surveyors enforce this in practice. A container of racking without a credible engineering file is not a bargain — it is a liability you have not priced.

The compliance file to demand before you buy

For an Australian project, the evidence chain has four links: component test reports for the exact configuration quoted; a capacity table showing design versus resistant values per element; a Certificate of Compliance signed by a chartered professional engineer (CPEng/RPEQ — registration publicly checkable); and project-specific design documentation your annual auditor can work from.

Duties, GST and shipping

Under the China–Australia Free Trade Agreement, most steel storage racking enters Australia duty-free — confirm the classification with your customs broker, as HS coding varies by system type. A 10% GST applies on import, recoverable for registered businesses through normal input tax credits.

Racking ships in 40HQ containers from Shanghai-area ports to Sydney, Melbourne, Brisbane or Perth; typical ocean transit is two to four weeks. A 40HQ carries roughly 1,200–1,500 pallet positions of racking. Loading sequence matters: JISE packs containers in erection order with aisle/bay-labelled bundles, which directly cuts installation time on site.

Installation and your first audit

AS 4084.2 obligations start at installation: plumb and level within tolerance, correct anchors, load signs posted, and an as-built file handed over. From then on, the 12-month external audit cycle applies — keep your supplier's engineering file, your damage log and your repair records in one place.
